Mr. Nooruddin Bargir is the Managing Director of DTA Marine Inspections and Survey Services Pvt. Ltd., India, and Owner of NOOR DTA Marine Services Co. LLC, UAE. With over 25 years of professional experience, he is a highly accomplished Marine Surveyor and Consultant specializing in marine, cargo, vessel, container, and industrial inspections.
He has successfully led inspection and survey operations at major ports, container freight stations, depots, warehouses, and industrial facilities across India, the UAE, and international locations. His expertise spans bulk, breakbulk, containerized, project, refrigerated, and high & heavy cargo, as well as ISO tanks, RoRo cargo, seaworthiness surveys, draught surveys, P&I Club inspections, and marine claims.
Mr. Bargir is widely recognized for his technical competence in Empty Container Depot management, compliance with IMO, IMDG, IACS, DGFT, and international standards, and his ability to deliver accurate, timely, and client-focused inspection solutions. Under his leadership, the company is supported by a strong team of experienced marine surveyors, engineers, and master mariners, along with an extensive international associate network.

Capt. Akbar M. Khalfay is a highly respected maritime and port infrastructure professional with over 45 years of global experience across shipping, marine operations, port development, offshore logistics, project management, and quality systems. A Master Mariner with advanced academic credentials from the UK, he uniquely combines deep seagoing expertise with strategic leadership at the highest corporate and governmental levels.
He has played a pivotal role in the planning, privatization, and development of major Indian ports, leading multi-million-dollar infrastructure projects in Odisha, Haldia, and Kakinada, and contributing to India’s first environmental clearance for a greenfield private port. His experience spans feasibility studies, environmental compliance, rail and road connectivity planning, fleet management, offshore operations, and organizational restructuring.
Capt. Khalfay has held senior leadership roles across international maritime hubs including India, the UK, Hong Kong, Singapore, Japan, and Southeast Asia. He is a Fellow of the Institute of Chartered Shipbrokers (London) and an accomplished advisor known for delivering complex maritime and infrastructure projects with precision, safety, and long-term value.

Mrs. Binitha Gopakumar Nair is a senior professional with over 16 years of comprehensive experience in Marine Surveys, Chartered Engineer Certification, Operations Management, and Machinery Valuation. She leads the company’s Operations & Business Development with a strong focus on accuracy, compliance, strategic planning, and client satisfaction.
Her expertise spans marine and technical inspections, ISO tank and container surveys, secondhand machinery/Equipment’s valuation, EPCG certification, international trade documentation, and Chartered Engineers Certification for a wide range of industrial sectors. She is known for her ethical approach, leadership skills, and ability to streamline complex operational processes, ensuring reliable and professional service delivery.

With more than 16 years of experience in Chartered Engineers Certification for imports/exports and 4 years of expertise in purchase and stores management in the construction industry, Mrs. Binitha has developed strong capability in operations management, client coordination, technical documentation, compliance, and business development strategy.

- Chartered Engineers Certification & Compliance
- Finalizing and issuing Chartered Engineers Certificates (CECs) for import/export of used machinery/Equipment’s in sectors such as oilfield equipment, medical systems, textile machinery, printing machinery, ISO tanks, and box containers etc.
- Conducting technical inspections, surveys, and valuation assessments as per engineering, customs, and international standards.
- Coordinating with customs authorities, importers, exporters, and CHAs.
- Preparing accurate documentation and timely submission of technical reports.

Capt. Alim Bondre
Master Mariner (UK FG) | Marine Superintendent
Capt. Alim Bondre is a highly accomplished Master Mariner (UK – Foreign Going, Unlimited) with over 30 years of maritime experience, including 25 years at sea and senior shore-based management roles. As Marine Superintendent at DTA Marine Inspections and Survey Services Pvt. Ltd., he provides strong technical and operational leadership across marine inspections, vessel management, audits, compliance, and crew operations.
He has commanded a wide range of vessels—including bulk carriers (Handy to VLOC), product tankers, container ships, and passenger vessels—and has managed fleets of up to 17 dry cargo vessels. His notable achievements include commanding one of the world’s earliest Post-Panamax vessels with air-bubble hull technology, preparing an aging vessel for USCG inspection with zero deficiencies, and developing an operational rest-hour compliance software for seafarers.
At DTA Marine, Capt. Bondre supports vessel inspections, audits, dry dockings, ISM implementation, PSC readiness, and safe cargo operations, reinforcing the company’s commitment to technical excellence, safety, and international compliance standards.
