Scope of Engagement

DTAMISSPL was engaged to conduct Physical Inspection Monitoring for completed and ongoing works across operational port premises. The scope included:

  1. Verification of job completion status against GPPL’s work requisitions
  2. Physical measurement of quantities (Civil, MEP, P&E works)
  3. Review of vendor documentation such as PO/WO, challans, drawings, and specifications.
  4. Rate validation and benchmarking with prevailing market standards
  5. Review of workmanship, material quality, and compliance with issued PO/WO
  6. Observation of deviations, gaps, and documentation irregularities
  7. Submission of a detailed Physical Inspection Assessment Report for financing purpose

Key Areas Under Inspection

  1. Civil Works: Roof sheet installation, painting, walkways, mosquito net installation
  2. Mechanical Works: Fire pipeline fixing, structural work
  3. Electrical Works: Installation of new power supply point
  4. Material inspection and verification
  5. Review of contractor invoices vs. PO/WO quantities
  6. Quality assessment of workmanship and materials
  7. Documentation review including drawings, challans, inspection records, testing & commissioning reports

Project Outcome & Purpose

The Physical Inspection Monitoring exercise enabled GPPL to:

  1. Obtain an accurate and independently validated status of completed works
  2. Confirm invoice values were within PO/WO limits and aligned with executed quantities
  3. Identify gaps in documentation, material tracking, and approvals
  4. Improve internal processes like material challan submission, testing & commissioning documentation, and measurement sheet authentication
  5. Ensure quality assurance across civil, mechanical, and electrical works
  6. Strengthen project monitoring for ongoing and future repair/expansion works at Pipavav Port
